Mr. Ramlakhan, head of the Trinidad office has been associated with the Ministry of Energy and Energy Industries for many years prior to joining CEA Ltd. as Managing Director in October 2006. Dr. Peter Casbarian has attended the Compliance Awareness Workshop sponsored by the MEEI and has worked with the Ministry on Verification for over 10-years. The key personnel and lead inspectors are working as CVA for the MEEI on projects that are currently ongoing or have worked on projects that have been completed for the MEEI. Therefore, CEA has a working knowledge of the MEEI Regulatory Framework.

Casbarian Engineering Associates is a company providing highly specialized design engineering services in the GOM area of the USA. CVA and marine warranty services have been provided in the USA, UK and Trinidad and Tobago. Our company has expertise in the entire range of facility engineering i.e. design, fabrication, transportation and installation. Our networking in the industry allows us to source whatever expertise is required for any peculiar situation, should it become necessary to do so.

Casbarian Engineering Associates and its predecessor companies have been performing a CVA function in Trinidad and Tobago for over 10 years. This came about as a direct result of the initiatives taken by the Ministry to incorporate into its decision-making processes competencies, which could only have been sourced externally.

Initially, the CVA role was primarily performed in relation to offshore platforms. The level of CVA activity did not previously justify setting up full operations in Trinidad. However, with the expansion of activities in the local energy sector, as well as further decisions made by the Ministry to require CVA for other kinds of activities other than platforms, the demand for CVA services has grown to the point, which justified setting up local offices.

Casbarian Engineering Associates Ltd., Trinidad and Tobago was started up in October 2006 with offices at 62A Maraval Road, Port of Spain. Since that time we have been approved by the Ministry to act as the Construction CVA on EOG Resources Oilbird pipelines, and CVA’s on EOG Resource’s Toucan project, on the structure, the process facilities, and the pipeline. We are actively seeking engineers for our local office.
